HCA kick-starts tender for £30m UK contract

The Homes and Communities Agency (HCA) is retendering a contract which will see up to 20 agents and other suppliers appointed to its two main property panels, which could be worth around £30m in fees.

The appointed firms will deliver property related services in all areas of England across two panels: one property panel and the other a multi-disciplinary framework.

The contracts are being procured through a an OJEU compliant process meaning property related services can be drawn down by the HCA and its partners more quickly and cost effectively via mini tender.

The HCA has operated a property panel for 15 years with the new panel set to replace one which has run since 2014 and has been used by around 80 partner organisations.

The new panel will potentially be larger than the HCA’s previous panel offering greater choice and capacity to public sector users, with up to 20 firms appointed, including the then named Bilfinger GVA; BNP Paribas Real Estate Advisory & Property Management UK; Capita Property & Infrastructure; Carter Jonas; CBRE; Cushman & Wakefield;Deloitte;GL Hearn; Jones Lang LaSalle; Lambert Smith Hampton Group; Montagu Evans; Savills; Thomas Lister and AECOM; and Valuation Office Agency/DVS.

The panel will be made available to a wide range of public sector bodies and will support the HCA’s expanding land role, while also helping other public bodies dispose of land their more quickly.

It will also be used to procure up to £100m in property related services including; property consultancy, agency services (site disposals and acquisitions), estate management, appraisal and financial services and project management. The panel will run until 2022.

The HCA will also be tendering its Multidisciplinary Framework which expires on 2 November 2018.

The scope of the property professional services contract includes: property advisory services; land and property agency services; estate management services; property investment, appraisal, development monitoring and financial services; valuation services; lead consultant and project management services; development structures and partnering; and general services.
