3,000 home Beam Park plans called in

London’s Deputy Mayor for Planning, Regeneration and Skills, Jules Pipe, has ‘called in’ Countryside and London and Quadrant (L&Q) Housing Trust's plans for nearly 3,000 homes on the Beam Park site in South Dagenham.

Acting under delegated powers from the Mayor, the Deputy Mayor has intervened to take over the scheme for the former Ford Assembly Plant.

The plan includes the delivery of a neighbourhood for the area, including 2,900 homes – of which 50% would be genuinely affordable – a new rail station, schools, community facilities, retail and open spaces. As many as 195 new jobs would be supported by the development.

The level of affordable housing was secured by the Mayor following negotiations between City Hall and the site’s developers.

The site straddles the border of two boroughs. Barking and Dagenham Council approved the development but Havering Council refused permission over concerns the development would harm the character of the local area due to the height of the buildings.

The potential development sits in the London Riverside Opportunity Area, which has been identified as having the capacity to accommodate at least 26,500 new homes and 16,000 new jobs.

London’s Deputy Mayor for Planning, Regeneration and Skills, Jules Pipe, said: “This is a large, very important site and the application to develop it includes nearly 3,000 homes along with a range of other uses.

“Having weighed up the evidence available to me and given its importance, I have decided to call in this application so it can be subjected to further scrutiny.”

The Deputy Mayor will consider the application at a public hearing at City Hall later in the year.

The Mayor may take over or ‘call in’ planning applications under article 7 of the Mayor of London Order 2008.

Since taking office, the Mayor has called in six planning applications (in addition to today’s decision by the Deputy Mayor).

Beam Park is the first call in for a scheme on GLA-owned land (part of the GLA Land & Property portfolio).

The decision to call in the scheme was taken by the Deputy Mayor under delegated powers as the Mayor is responsible for land owned by GLA Land & Property and as such cannot act as planning authority.

Countryside and L&Q were appointed to deliver the development, following a competitive tender process, in April 2016.
